A task and finish group was set up by the Minister for Education and Skills and the Deputy Minister for Culture, Sport and Tourism.

The task and finish group (‘the group’) was set up to look at long term funding and administrative solutions for the National Youth arts Ensembles in Wales. The main aim of the group was to safeguard the future of these ensembles.

There are 7 National Youth Arts Ensembles in Wales, these are:

  • National Youth Theatre of Wales
  • National Youth Dance Wales
  • National Youth Orchestra
  • National Youth Brass Band
  • National Youth Choir
  • National Youth Jazz and the
  • National Youth Wind Orchestra.

There is also a National Youth Training Choir which prepares younger choristers for membership of the National Youth Choir and a National Youth Training Band of Wales which similarly feeds into the National Youth Brass Band of Wales.

The group considered evidence provided through research, discussions and presentations from key organisations involved in the running and funding of the ensembles. It also included experts from within the field of fundraising and business development.

The report makes 8 recommendations (directed at Welsh Government, Arts Council of Wales, Welsh Local Government Association, WJEC and Tŷ Cerdd) and proposes the restructuring of National Youth Arts Wales (the umbrella body for the ensembles) into a single unified body, remodelling its funding arrangements.
