Research into the use of zero hours contracts in devolved Welsh public services

Zero hours contracts have been the subject of much debate in recent times.

By some, they are regarded as an insecure and exploitative form of employment, whilst others see them as an important part of the UK’s flexible labour market and crucial in enabling employers to manage swings in demand for products and services.

The main aims of this research were:

  • to better understand the prevalence and usage of zero hours contracts across Welsh public services
  • to explore the impact of the use of zero hours contracts in Welsh public services on employers, organisations and workers.

Our study was undertaken between January and March 2015.
