PSE within the Welsh Baccalaureate

During PSE sessions as part of the Welsh Baccalaureate, learners in a further education college, discussed human rights, global poverty and their responsibilities as active citizens. Sessions were delivered using participatory workshop activities, with a team-teaching approach. Learners also researched websites about human rights, refugees and asylum seekers. One outcome was a desire by learners to participate in a community project to promote the work of Amnesty International. In small groups learners researched and discussed Amnesty International case studies. They then worked on various activities designed to develop their communication skills such as letter writing, planning presentations and campaigns, organising petitions and designing leaflets describing Amnesty's work in a way which appealed to young people. The project included:

  • organising an awareness raising exhibition and human rights open day in the college
  • making a DVD to raise awareness with peers
  • delivering presentations in college, local schools and to community groups
  • taking part in a ‘Question Time’ type session about human rights with local Assembly Members and MPs.

Learners also considered other issues related to human rights including domestic violence. They arranged visiting speakers from the police and the local women’s refuge, and organised successful fund raising activities in college.

This project not only promoted respect for others but also provided a natural opportunity for community participation and generated key skills evidence. Learners successfully covered two aspects of the Welsh Baccalaureate core requirements whilst gaining useful experience of independent learning approaches. Learning was accredited at Level 3 using the key skills of communication and working with others.

Learners were given opportunities to develop their thinking skills by:

  • evaluating information and ideas in order to gauge bias, reliability and validity
  • in more abstract situations, taking several perspectives into account to inform opinions and decisions.

They were also given opportunities to develop their communication skills by:

  • communicating complex views and expressing opinions in a wide range of situations through a range of appropriate methods
  • listening, reflecting on and critically evaluating another person’s point of view and responding appropriately.


This project contributed to the 'Active citizenship' theme. Learners were given opportunities to:

  • demonstrate respect for self, others and for diversity
  • be committed to active involvement in the community.

Learners were also given opportunities to understand:

  • how individuals and voluntary groups can bring about change locally, nationally and internationally
  • how public opinion, lobby groups, and the media can contribute to and have an influence on democratic decision-making
  • local and global contemporary issues.

This project also contributed to the 'Moral and spiritual' theme. Learners were given opportunities to understand the:

  • concept of moral responsibility and the need for shared values
  • moral and ethical problems faced by society and individuals and reflect upon how such issues may be resolved.
