Welsh Language Commissioner: The advert is out...

The position of Welsh Language Commissioner has been advertised today, with a closing date for applications of midnight 15 August 2011.

The Commissioner’s principal roles will be to:

  • promote and facilitate the use of Welsh
  • monitor compliance with Welsh language standards
  • investigate allegations of interference with individuals’ freedom to use Welsh with one another in Wales.

Some of the duties currently undertaken by the Welsh Language Board will be transferred to the Welsh Government’s Department for Education and Skills from April 2010. For example the Welsh Language Unit will manage the Welsh language grants programme and projects. The Welsh in Education Unit will oversee the planning of Welsh-medium education by local authorities; funding of the athrawon bro service and Mudiad Ysgolion Meithrin.

The Welsh Language (Wales) Measure 2011 was approved by the National Assembly for Wales on 7 December 2010 and received Royal Assent in February 2011. It is intended to provide greater clarity and consistency for Welsh speakers in terms of the services they can expect to receive through the medium of Welsh. In addition to creating the role of Welsh Language Commissioner, the Measure:

  • confirms the official status of the Welsh language
  • creates a new system of standards, placing duties upon organisations and bodies to provide services through the medium of Welsh
  • establishes a Welsh Language Tribunal
  • gives individuals and bodies the right to appeal against decisions relating to the provision of Welsh language services
  • creates a new Welsh Language Partnership Council to advise the Welsh Government on the impact of its policies on the Welsh language.
