Appointing the first Welsh Language Commissioner

A process to appoint a Welsh Language Commissioner can now get underway after the Welsh Language Commissioner (Appointment) Regulations 2011 were approved by the National Assembly today.

The regulations, which come into force tomorrow (29 June), make provision about the establishment of the selection panel which will be responsible for interviewing candidates and making recommendations to the First Minister in relation to the appointment.

The Minister for Education and Skills, Leighton Andrews, said that the aim was to advertise the post in July and announce the successful candidate in the autumn.

Mr Andrews said.

“I wish to see the Commissioner appointed as soon as possible, so that he or she can have an early input into the important work that lies ahead.

“This includes ensuring a speedy transition from the current system of language schemes to the new system of language standards provided for under the Welsh Language (Wales) Measure 2011.

"An early appointment will also enable the Commissioner to have an input into the process of establishing his or her office, for which preparations are already being made through discussions between the Welsh Government and the Welsh Language Board.

"I look forward to working with Assembly Members to see the Commissioner appointed as soon as possible and to support the Commissioner as he or she undertakes this vital role to ensure the Welsh language continues to thrive.”

The Welsh Language Commissioner will be responsible for developing a new regulatory system, based on standards, to ensure the delivery of Welsh language services to the public. He or she will also advise the Welsh Government and others on language policy and will be able to conduct inquiries into a wide range of matters relating to the Welsh language.
