Half of Local Councillors publish Annual Reports for 2015/16

Public Services Minister, Leighton Andrews, today praised the progress made by Local Councillors in Wales who have published annual reports. The Minister also called on those who have yet to publish reports to follow the example set by their colleagues.

The reports provide details on members’ activities, training courses completed and membership of committees during the reporting year.

21 Local Authorities have submitted returns to the Welsh Government, which reveal that almost 600 Welsh Councillors have produced annual reports for 2104 - 2015, an increase of 120 compared to 2013- 2014. Four councils, Angelsey, Caerphilly, Monmouthshire and Powys have published reports from all their members.

Under the Local Government (Wales) Measure 2011, Local Authorities must make arrangements for elected members who wish to produce annual reports of their activities.

The Minister said:

“Openness and transparency are essential to democracy and play an important role in encouraging everyone to take an interest in their local public services.

“The Welsh Government has led the way in improving transparency by funding County Borough Councils to install equipment for broadcasting council proceedings. Nearly all councils now broadcast their meetings as a result.

“Individual councillors also have a vital role to play in increasing transparency and are ensuring they are accountable to the people they serve, and publishing annual reports is one way they can do this.

“However, fewer than half of all councillors are publishing annual reports, and I therefore urge all those who have not yet published reports to follow the example set by their colleagues."
