In 2008, the Welsh Government set out long term aims of achieving incidence and survival rates for stroke comparable with the best in Europe and set actions to be taken up to 2011.
A consultation on the draft of ‘Together Against Stroke – a Delivery Plan for the NHS and its partners’ ran for three months, starting in May this year. The consultation responses received were considered, together with the outcome of discussions with NHS staff and the Stroke Association, and influenced the drafting of the plan.
The Stroke Delivery Plan provides a framework to inform and underpin action to tackle stroke for people of all ages, wherever they live in Wales and whatever their circumstances.
The Plan is designed to empower and enable the NHS to take responsibility for taking the lead working together with its partners in meeting the needs of people at risk of or affected by stroke, by setting out:
- the population outcomes we want and how we will measure success
- the outcomes we expect for people as a result of their NHS stroke care
- how we will measure NHS success and the level of performance we expect by 2016 across Wales
- themes for action by the NHS, together with its partners, for the period up to 2016
Visiting Life after Stroke Services in Bridgend to launch the delivery plan, the Health Minister, Lesley Griffiths said:
“Stroke is one of the top three causes of death and a leading cause of adult disability in Wales. It is an illness that has significant impact on the health of our nation.
“The NHS has a significant contribution to make and a leading role working with other partners, in tackling stroke and its consequences.
“Together for Health – Stroke Delivery Plan builds on the progress we have already made. It is a framework which challenges the NHS and its partners to innovate and sets out clearly the Welsh Government’s expectations on what outcomes must be delivered.
“This plan, and its measurable targets, is a clear indication stroke remains a key priority for this Welsh Government.”
