The consultation introduces proposals for literacy and numeracy in ITT outlined in Education Minister Leighton Andrews’ 20 point plan to raise standards of education in Wales.
The plan highlights a key focus on literacy, numeracy and breaking the link between poverty and poor educational outcomes.
The proposals in the consultation cover ITT courses for those wishing to train as teachers in maintained schools and gain Qualified Teacher Status. For ITT courses run by universities in Wales, acting as accredited ITT providers, the consultation seeks views on proposals to:
- raise the minimum academic qualification entry standard required from ones equivalent to a GCSE Grade C in English and mathematics (and also in a science subject for primary entrants) to ones equivalent to a GCSE Grade B
- introduce a new provision to make it mandatory for ITT providers to ensure that all entrants are assessed as having functional personal skills in literacy and numeracy applicable in a professional teaching context
- introduce regular and accurate assessments of trainee teachers personal skills in literacy and numeracy throughout their teacher training
- introduce a new provision to make it mandatory for all ITT providers to ensure that all students are trained in the teaching of numeracy and literacy, appropriate to the phase and subject they are studying.
The consultation also proposes similar changes to the Employment-based Teacher Training Scheme, with the aim of ensuring that the approach to literacy and numeracy in ITT is on the same basis whether it is undertaken through university courses or through school-based training.
