A new public body responsible for collecting new Welsh taxes.

From April 2018, Wales will have its own taxes to replace UK Stamp Duty Land Tax and Landfill Tax. In readiness for this, the Tax Collection and Management (Wales) Act 2016 provides powers to establish devolved tax arrangements.

The Welsh Government is setting up a new public body, the Welsh Revenue Authority (WRA), which will lead on and be responsible for collecting Land Transaction Tax and Landfill Disposals Tax. HMRC will continue to collect income tax when it is partially devolved from 2019.

Purpose

In addition to collecting tax, the WRA will:

  • provide information, advice and assistance about the taxes to taxpayers
  • resolve complaints and disputes
  • promote tax compliance
  • reduce tax evasion and tax avoidance
  • support the development of Welsh Government tax policy

Timetable

In July 2016 it was announced that the Welsh Revenue Authority will collect and manage Land Transaction Tax. It will also undertake most of the collection and management functions for Landfill Disposals Tax, working with Natural Resources Wales on compliance and enforcement of the tax.
