In July last year I asked Professor Ellen Hazelkorn to undertake a review of the oversight and regulation of post-compulsory education and training in Wales.  I asked for the review to be carried out in response to the growing diversification and complexity of delivery and in the associated oversight arrangements within the post-compulsory education sector.  The review was undertaken with special reference to the future role and functions of the Higher Education Funding Council for Wales.  A copy of the Terms of Reference for the review is in the attached Annex.  

Professor Hazelkorn has now completed her review and submitted her report to me. I am conscious that her work has attracted much attention and speculation and her report is eagerly anticipated.  I am therefore publishing the report today in order for stakeholders and other interested parties to have the earliest opportunity to consider the report, its analysis, findings and recommendations before the Assembly begins its Easter recess.  I make no comment on the report at this stage; it will be for the new Government installed following the Assembly elections in May to consider and determine its response.

I would like to thank Professor Hazelkorn for her dedication to the task and for undertaking a most comprehensive and thorough piece of work.  I should also like to thank the many organisations and individuals who participated, contributing their valuable time and expertise, enabling a thorough examination of the current situation and assisting in the formulation of her proposals for future oversight arrangements.

Terms of Reference for a Review of the Regulation and Oversight of Post-compulsory Education and Training in Wales, with special reference to the future role and function of the Higher Education Funding Council for Wales (HEFCW)

1. To review, analyse and document the current arrangements for the oversight of post-compulsory education and training in Wales, including:

  • Funding of education and training;
  • governance;
  • quality assurance / standards of education and training; and 
  • management of risk.

2. To advise on the effectiveness of current arrangements for the oversight of post-compulsory education and training in Wales judged by reference to other UK nations, relevant international comparators and research evidence.

3. To make recommendations for the future oversight of post-compulsory education and training in Wales with particular reference to the role of the Higher Education Funding Council for Wales.

4. To indicate whether there may be a need for legislation and new or reformed institutional arrangements to take forward future arrangements proposed in the light of this evaluation.
