I would like to inform Assembly Members that a consultation document on the National Training Framework on violence against women, domestic abuse and sexual violence has been published on the Welsh Government website.

The consultation relates to draft statutory guidance to be issued under section 15 of the Violence against Women, Domestic Abuse and Sexual Violence (Wales) Act 2015 (‘the Act’).

The draft guidance sets out a series of proposed requirements to be made on the relevant authorities under the Act in relation to the delivery and standards of training in relation to these issues.  The National Training Framework aims to create a consistent standard of care for those who experience violence against women, domestic abuse and sexual violence and an unfailing standard of service throughout the public service to this client group.

The Framework will ensure that high quality and consistent training is available to those across the public and specialist sector.   The ambition and reach of the Framework is unprecedented and marks the beginning of a fundamental shift in attitudes of our public service towards these important issues.

The consultation will run for 12 weeks until 23 October 2015. I am keen to hear the views of stakeholders and will consider these carefully prior to laying the guidance before the Assembly, in accordance with section 15 of the Act.
