Written Statement - Report by the Commission on Devolution in Wales

The Commission on Devolution in Wales, established by the UK Government and Chaired by Paul Silk, has today published its second and final Report. I will be formally presented with a copy of the Report tomorrow morning. I am very grateful for the work that the members of the Commission have undertaken over the past eighteen months on this aspect of their remit.  I am particularly pleased that the Report is unanimous, and that the representatives of all four political parties on the Commission have been able to agree a common position.  

It is too soon to provide a response to this very comprehensive document. The Welsh Government, and I am sure all political parties, will need to  give detailed and careful consideration to the Commission’s proposals.

I hope that this Report will give us the foundation for a fundamental reform of the devolution settlement, one that will strengthen the governance of Wales,  and enable Wales to flourish within the United Kingdom. The Welsh Government wants to work with the other parties in Wales over the coming months to consider the recommendations of the Commission. I very much hope that we will together be able to forge an agreed way forward

An Assembly debate on the Report, in Government time, will be arranged to take place immediately after the Easter Recess.
