The Higher Education (Wales) Bill Technical Consultation was published on 20 May 2013 and closed to responses on 29 July 2013. I am today issuing a summary of the responses to the Technical Consultation. The report will be published on the consultation pages of the Welsh Government’s website.

The purpose of the document was to present the Welsh Government’s response to the previous Further and Higher Education (Wales) Bill White Paper consultation, and to undertake further engagement with stakeholders on the technical detail of Welsh Government’s proposals concerning reform of the current higher education regulatory framework.

The technical consultation sought views on how the revised regulatory system should operate. It included the following areas:

  • introduction of a revised approach to the designation of higher education courses for the purpose of statutory student support;
  • arrangements for the enforcement of tuition fee cap and fee plans;
  • quality assessment of higher education provision; and
  • financial and governance assurance.


In total 21 written responses were received. I would like to take this opportunity to thank all those who responded to the Consultation. The consultation responses have informed the development of the Bill which is due to be introduced to the Assembly in May.
