On 26 June 2012, I issued the consultation on the proposals to reform legislative framework surrounding the provision for children with additional needs. I am publishing the summary of responses to the consultation in two parts.  I am today issuing the summary of the responses to Chapter 10 of this consultation which deals with the proposals on Post-16 specialist placements.

The consultation provided details on the proposal to give the responsibility for assessing the need for, securing and funding specialist further education to local authorities in Wales. This includes residential accommodation for learners with learning difficulties.  The duty currently lies with Welsh Ministers, it is my intention to bring forward legislation to transfer this duty to local authorities in line with the proposal.

The consultation closed on the 19 October and I was pleased to receive over 200 responses from parents, children, schools, local authorities, health boards, teaching unions, professional bodies, the Children’s Commissioner for Wales and many more. The majority of responses agreed with the proposal. Full details of the responses can be found online.
