I am pleased to advise members that I intend to develop a Framework for Action on Independent Living for disabled people in Wales. The Framework will underpin the action taken by the Welsh Government under the Equality Act 2010 (Statutory Duties) (Wales) Regulations 2011 to advance disabled people’s equality of opportunity, eliminate discrimination and foster good relations.  The Welsh specific equality duties require the Welsh Government and other public authorities to set outcome-focused equality objectives that bring about measurable improvements in people’s lives.

The Framework for Action will identify areas where action is needed and ensure that we bring together into a coherent delivery plan the many policies and strategies that already support independent living. It will contain the detail of what will be undertaken across Welsh Government departments and with our external partners to support independent living. The framework will be based on the Social Model of Disability, which the Welsh Government adopted in 2002, and which advocates that it is society which creates attitudinal and physically disabling barriers. It is a positive approach, focused on removing the barriers to equality and inclusion.

I want to see that all citizens in Wales are respected and included as equal members, and that everyone has the opportunity to fulfil their potential. I am committed to supporting disabled people by promoting greater access to services and providing opportunities that will enable them to participate in, and contribute fully to, society.
